This isn't over! A Stormcloak? I'd thought better of you. You'll all come to regret this day. After the conversation, and while Balgruuf is dragged away, Galmar will come over to you and say: "Get over to Windhelm. Tell Ulfric of our victory here. Liberation of Skyrim is an umbrella quest for several smaller quests, all leading towards victory for the Stormcloaks.
Ulfric Stormcloak will hand you the objectives while Galmar will provide the quests. The order, or even the existence, of the possible ten quests can change depending on your choices during Season Unending. See this table for details. When the quest is triggered, Galmar will be found in the Palace of the Kings, fully armed and ready for battle.
As soon as Ulfric orders you to regain one of the possible eight holds, Galmar will travel all the way to the corresponding Stormcloak Camp and await your arrival. When Ulfric asks you to liberate Falkreath hold , Galmar will show up in the snowy Falkreath Stormcloak Camp east of hold capital Falkreath , Galmar will be located in the easternmost tent, along with Thorygg Sun-Killer , busy studying a huge regional map of Skyrim.
When you approach him they will let you in on the plan to conquer Falkreath, thus starting the quest Rescue from Fort Neugrad : "You're going to Fort Neugrad.

When Ulfric decides it is time to liberate Hjaalmarch , Galmar will travel to the Hjaalmarch Stormcloak Camp , northeast of the hold capital Morthal.
Report for duty and he will immediately tell you the plan: "Need you to deliver some false orders to the Imperial Legate in Morthal. But first we need to get our hands on some Imperial orders to make the forgeries. The inns at Dragonbridge and Rorikstead are frequent stops for Imperial runners. This results in Galmar traveling around to the various camps in Skyrim, giving you an enemy held fort to conquer. All objectives are radiant versions of the same quest, and Galmar's dialogue will only differ slightly, although his location will. Note that the amount of battle quests can change due to your changes during Season Unending. After telling you the objective, Galmar will follow up with: "Meet the brothers preparing for the attack.
Then join them in wiping out the Imperials. Once you prevail we will garrison the fort. Can you do this? Well, make it quick, or do you have better things to do than fight for the people of Skyrim? Galmar will now be found in the Haafingar Stormcloak Camp , waiting for your arrival. When you report for duty, he'll say, "You're going to the fort. Meet the brothers preparing for the attack. When you report back after a job well done, Galmar will be overly excited as it is now time to hit the Imperial headquarters and capital, Solitude: "We're taking the city.
During the attack on Solitude, Ulfric Stormcloak himself will fight alongside Galmar and the troops and will give a heroic speech just outside the city gates.
Galmar will not make it in time for the speech, but will join you once you enter Solitude, hacking and slashing on the many waves of legionnaires protecting the Castle Dour. While Tullius is due for an immediate execution, both Ulfric and Galmar will try and talk Rikke to her senses:. Ulfric : "Secure the door. Taking Skyrim back from those who'd leave her to rot?
We need the Empire. Without it Skyrim will assuredly fall to the Dominion. You saw it. The day the Empire signed that damn treaty was the day the Empire died. Look at how far we've come and with so little. When we're done rooting out Imperial influence here at home, then we will take our war to the Aldmeri Dominion.
We've come for the General. But I have not. You're free to leave. Shield brothers and sisters killing each other? Families torn apart? This is the Skyrim you want?! You don't have to do this. It was you who fought the Thalmor and their puppets who would have us deny our gods and our heritage. It was you who fought your kin who didn't understand our cause, who weren't willing to pay the price of our freedom.
But more than that, it was you who fought for Skyrim, for our right to fight our own battles To return to our glory and traditions, to determine our own future! Will she put aside her personal hatred for me, and her misplaced love for the Emperor and his coin, so that the suffering of our people will end? Will she acknowledge that it is we Nord's who will determine Skyrim's future? Will she swear fealty to me, so all may know that we are at peace, and a new day has dawned?
The Jarl will continue to rule Solitude, I will garrison armies here to ward off Imperial attempts to reclaim the city. And in due time, the Moot will meet, and settle the claim to High King once and for all. There is much to do, and I need every able bodied man and woman committed to rebuilding Skyrim.
A great darkness is growing, and soon we will be called to fight it, on these shores or abroad. The Aldmeri Dominion may have defeated the Empire, but it has not defeated Skyrim! Nice touch about the High King. They still have camps in the hills. They'll continue to strike out at us, whenever and wherever they can.
Ulfric : "I'm not afraid of the remnants of the Legion, in time they'll all give up and go home. What I fear, is that the Thalmor will see our victory here and turn greater attention to our shores. We must be prepared to face them.

You can ask Galmar what is next for him, and he will reveal that the war is far from over: "Heh. Ulfric's put me in charge of keeping an eye on the new Jarls. You know, make sure they're generally following orders. Can't say I'm looking forward to that. But, I'll also be training men and women for their new armies. The Empire might send over a few Legionnaires to make sure we're serious, and of course, we'll be taking the fight to the elves soon enough.
We'll need trained, disciplined and creative warriors ready for all that. I trust you'll do more good out there in the world, wherever you damn well please to go. You'll know what to do. To begin with, killing any Legionnaire you find out in the wilderness.
I've reports they've hidden military camps out there. When Esbern suggests that capturing a dragon in Dragonsreach may be the only way to get to Alduin , Jarl Balgruuf the Greater will be understandably hesitant if the civil war still rages.
As a result, you will have to arrange a peace meeting between the Imperials and Stormcloaks in High Hrothgar , starting the quest Season Unending. Thanks for the suggestions, I tried each of them with no luck, but I managed to fix it by travelling to Windhelm, talking to Ulfric and then walking not fast travelling all the way from Windhelm to the Falkreath Stormcloak camp. This has been the ONLY post on the internet that I can find that even talks about him not being there. They all talk about him attacking or some stupid easy fix glitch of him attacking you. This is a major glitch that needs a fix, or a lot more recognition.
